You learn this law in Lost crate!, Drone in the net!. Then you can pass it in your town Council, where it belongs to 🕊️ Liberty.

Every law in the game has an upside and a cost, just like real rules.
In real life
Many countries have rules for lost property: you hand it to the police or the place where you found it, and you may keep it only if nobody claims it.
